This has nothing to do with SpaceX per se; it's a standard sort of scam that's been around since the days when waiting for your ship to come in was meant literally.

Just another dime-a-dozen story about rubes getting fleeced by the casino owner-operators of the current day. They could have written something similar 50 years ago, and you can bet your bottom dollar that we'll be seeing more of the same 50 years hence.
