They do mean loss. Literally losing electricity as heat because of resistance. You can never reduce this to zero, but various problems can compound to increase the loss to ridiculous levels.

This is because of the Modi government pro development agenda which is also what pushed India to the 21st century (and beyond).
Although they were some mistakes his government made all in all it’s been a huge success compared to the previous administrations in India.
